The Tennessee River Valley was poor even by Depression era standards.  Only three percent of farms in the Tennessee Valley had electricity, literacy levels were low, birthrates were high, and the average income was about half that of the rest of the country.  The Tennessee Valley Authority built 20 dams on the river to help with flood control and electric power generation. Such actions led to further economic development of the Tennessee Valley and surrounding areas.
